Car's very clean, great ""440 style" blur. and I really like the almost monotone look of the shot.

I think it's done by using the Radial Blur filter, just using a massive canvas. Either that or a lot of different motion blurs layered on top of each other...

alex's method is quite simple, although not easy.

He distorts the canvas, radial blurs it, then puts it back to it's original shape, thus creating a sort of 3D effect to the blur.
