You could technically play cops and robbers/runners in a private GTA Online session, but the cars aren't real, the handling is wildly unrealistic, the gaps between players can be extremely large, there is no speed indicator, and a whole host of other things like angry players using guns and bombs.

That's why GT6 is better for this.
