We never sent this if race was clean and haven't any situations.

I've been told and always known that even when the race is clean, you are to send a report saying so. Also, it's been iterated time and time again that incident reports are necessary to save the busy stewards time so when you don't send one they have to crawl through your race looking for anything wrong.
