I'm no mechanic but I think that can be achieved by letting the air out of the turbocharger really slowly through a very small hole in it. That should give a nice, loud whistling sound.

Funny enough i watch something on illegal street racing. This guy had a 1.8 Vtec integra, he spent between 50 - 60K on making it faster. Max BHP 220 :'), 320 with NOS. Slow cars are pointless to make faster. Mates volvo 2.3 and spent about 500 quid and has 350bhp. If he throws money at it he could make it proper fast. :')
