190E (How rare is this car and what makes it so special?)

There's nothing special about a 190E, but you've spotted a 190E 2.3 16, which is notable. It was pretty much the sportiest midsize MB at the time, considered an attempt to thwart BMW's success with their e30 M3. Not amazingly rare, but a 2.3 16 is worth posting here (not to mention its older siblings with Evo blood, which would be some of the best material in several dozen pages).

looks like a plus eight due to the wheels, also:'tis a Morgan, not a Jaguar. Which model of Morgan is a bit hard to tell, because they all look the same to me.
