Does hitting a wall in World Circuits races with shortcut penalties still add time?

Just wondering. Sometimes I'd get 5 sec. for being uncareful with walls. I mean, it says "Wall Collision Penalty: Off" in some races with shortcut penalties to either Light or Heavy but... well... Can someone please confirm if that's still the case. If it changed, then perhaps I'll try these races again.

Generally speaking, any contact with a stationary object will slow your car down. Just saying. However, I will assume the races with a timer that counts down (custom races) rather than races that remove throttle at a set line, for a set time. The La Mans 700 would a good example of that.

In races with the timer to showing to slow till it runs out, any time left will be added to your finishing time. That drops your finishing order.

So uh... I apologize for my being a bit slow but does that mean for example, In Tokyo Expressway's credit grind racing event, does the game still give a huge 5 seconds for hitting a wall? I had to give up at some point because tbh these race events make me "sweat".
 
In that specific event, there is no penalty for hitting walls other than damage to the car.
As far as I remember, it was introduced for a very short time but quickly removed again.
