Presuming that's not a fake (and there's a pretty good probability it is these days), Safeco is one of Liberty's cheaper insurance brands if I remember correctly so it makes sense that they wouldn't want to insure a $70,000+ vehicle. Getting comprehensive insurance for any vehicle at that price point isn't exactly easy.

Though I would certainly expect the average Cybertruck owner would only pay for the bare minimum of insurance because obviously an accident would always be the other person's fault.

It's entirely possible since it's referring to a 2024 model, so could be they picked up a secondhand one via trade-in and transferred the insurance from their previous vehicle.
