You can even create a 1024x768 image in Photoshop, add text and stuff to the image in Photoshop and save it as a HTML webpage in Photoshop. To make a HTML file, go to Save for Web and select JPEG, click Save and select either HTML and Images or HTML Only.

I know hardly any HTML either. I use Dreamweaver which codes it for me. All I do is the mouse clicking really.
