So just to make the problem clear: It's about the definition of racing surface or track:
1) You can either define the kerbs as part of the track or not. If they are part of the track, then it would be fine.
2) I myself prefer the definition of the white lines being the boundary and the kerbs are off track.
We are using the definition 2) here as we lean a bit on FGTA regulations in this series. I will prepare some pictures at the relevant spots of Spa and post them tonight so that everybody knows where the track limits are.
Now, everybody goes wide once in a while so that is not a problem. It would be a problem, and thus penalized, if you do it to gain or defend a position or do it consistently.
