It's basically because of their overall "special" contract they (ACM) get to decide who produces and directs the video, and they continue to choose TCM over FOM because they make Monaco look nice and always perfectly frame the sponsors and other logos. ACM seem to have some fear that if FOM take over they'll show the rough bits of Monaco and hide the sponsors.
