Norris might be trying to defend Hamilton from getting past and going after Danny. The McLarens apparently produce a lot of turbulence which makes them hard to follow. Since McLaren also has the top speed advantage here, it's tough for Hamilton to get past.I'm kinda surprised Norris and Hamilton have fallen so far behind.
