So it looks like the back pack decided when the restart happened for themselves. Looked like Giovinazzi and Ltifi went first.
 
It’s not Bottas’ fault that drivers behind him decided to go before he did. It’s entirely the fault of the rear ⅓ of the grid who decided to get up to race pace before knowing if the race had actually restarted. The race leader of the SC queue decides when to start going again, not P14. If the backmarkers dragged their feet to open an acceleration gap and then punch it before the line, they have no one to blame but themselves.

That's a good point. The back of the pack was expecting Bottas to go earlier. They closed up before the front stepped on the gas.
 
100% the fault of the drivers at the rear of the grid.

However, it's to be expected really, there are no lights or visual confirmation of when to resume racing. What Bottas did was totally within the rules but I would expect those rules to be changed after this.

I remember a few years back there used to be a "1st safety car line" that was at the begining or even before the start finish straight that you could start overtaking at. If that were introduced then this would not happen again.

Well... yeah. If the start/finish line was nearer the last corner, the leader has to get going much earlier, so there's less likelyhood of cars travelling at vastly different speeds. This doesnt happen at, say, Silverstone where the line is right on the exit of the last corner.
 
Sainz commenting it's something that should be reviewed. Grosjean likely going to sign on with that. Wonder if other drivers will weigh in later and agree.
 
Weaving was a large contributing factor IMO. I don't think they should be weaving once they're on the straight and about to start.
 
If you look at the onboards of the backmarkers, they had slowed down to the point they hadn’t even rounded the final corner by the time Bottas was at the line. They then saw the green flags (which indicate the SC has come in, but NOT that the leader has actually started going again) and decided to start racing again. Before they came through the final turn, and before they could see anything. It’s ridiculous that people are even trying to blame Bottas for that, and if he gets a penalty then this sport is not worth watching anymore because it sets a precedent for drivers being penalised despite not actually breaking any rules simply because something they did was subjectively deemed ‘unfair/unsafe’.
 
Outside the top 3 you're unlikely to be able to see the leader so you should follow the guy immediately in front.
 
I feel bad for the fans in any grandstands that can't see the main straight or the first few turns. They've been watching TV like us this whole time.
