Do u need the DLC's to drive the cars (like the Porsche GT2)

Say you do everything to earn the Turbo-do you still need to buy the DLC to access the car in the game?

Did you win the race? Sometimes, the achievement takes a while to pop up. You can try quitting the game and coming back in to trigger it.I've just raced in a class c car and no achievement has popped up to say ive done the event and no 911 Turbo S has appeared in the garage. What have I done wrong?
