No it's not it's an actual movie by Nick, the description is a satire though. They really wasted the money and time and made two or three live action Fairly Odd Parent movies with Drake Bell, as Timmy Turner

The description (A 2014 Oscar nominee...) is actually from The Hunt. It doesn't happen often but occasionally I've seen Netflix load cover art with the wrong descriptions. A reload takes care of it.
