So I just started playing this game again after switching to iRacing for the last 8 months. I've re-gotten used to the steering and fantastical grip levels, the only thing I'm having problems with is the brake. It's like if I even think about the pedal I lock up the tires straight into a wall. Is there a way I can adjust the sensitivity in-game?

Have you dropped the brake levels down in the cars your using? In the tuning settings for the car.

I lowered it to 2 in the front and 1 on the rear, still have this problem. It only needs about 1/3 pedal throw to get max braking on the bar. There's no option for it in the options menu. Guess I'll just have to play with ABS.

I play with ABS on 1 all the time and another thing you could try is to put a better spring in the brake system. Here is a link. https://www.gtplanet.net/forum/threads/the-must-have-upgrade-for-any-logitech-g25-g27-owner.279149/ I put the spring in my brake and now it fills like a real brake pedal like in a car. Sometimes when entering the track for the first time you need to pump the gas/brake for the full throw to register. It's sort of like "calibrating" the throw. I don't know if you're having this issue, but I always have a hyper-sensitive brake/accelerator until I do this.

Afterwards though it seems spot on.

You might have a really sensitive brake, or maybe you need to clean out your pedals? I know I have had to clean mine a couple of times.

Did you update to the most recent version of the game? It's better now than it was last year.

If you're getting max pedal after only pushing 1/3rd of the way though, that is definitely not right.

Biggest thing you'll be missing from iRacing is the brake curve which allows you to make the normal pedal behave a bit more like a loadcell/real brake pedal. Make sure you press all the pedals down fully once you get ingame too, sometimes they don't calibrate properly unless you do that. Otherwise lower the brake force, 2/1 seemed alright in most race cars and 1/0 in road cars when I last tried it.
