Gillet Vertigo race car better at %90 engine power?

I wanted my first post to be interesting and unsual, this counts in my book.

I saw the Vertigo in the used car lot and had to have it. Force of habit led me
to the shop to have Ashton Kutcher give me his celebrity $250 oil change. I notice right away that despite the disgusting state of the oil and significant raise in horsepower, the PP was going down by at least 12 points. I paid Ashton the cash anyway, did the engine overhual and then proceeded to test it out. After getting the suspension/LSD the way I like, I thought I would make the car pay for its self by taking on the Nurburgring seasonal even a few times, Attempting to lower it to 650PP from 664 by reducing engine power level, the PP started increasing rather than decreasing! Reaching its peak PP of 676 at 90.1% power level(840 HP). It retained that number to 86.7%, or 808 HP. That is a drop of 124 HP from full power.

932HP@9000rpm(664PP) < 808HP@7500rpm(676PP) Whats the deal?
 
I have no idea either. I have heard lots of people mentioning pp changing to the opposite values when it theoretically shouldn't.
 
Wasn't this an issue with the X2010/11 too before they patched it? I believe the issue is that GT5 thinks that the additional power will do more harm than good, so it lowers the PP.
 
Too much power for the lack of weight(not mass weight) so needs more downforce and ballast to get the best for the 900+ bhp that comes out the engine
 
The only thing I have come to is: the car redlines at 9000rpm. Maybe it holds 840HP over a wider power band and it avarages out more HP availibility overall.

Thanks guys, I'm going to play with some of the other cars you mentioned with similar strangeness,. "Sleeper" PP levels intrigue me.
