Now I'm wondering if PD has actually paid the whole exorbitant fee Spa's executives were asking for the track's licensing, or if they reached some sort of an agreement to reduce the costs.

Surely Spa's Executives realize the worth of all that free advertising of there track being in the best racing sim
on the planet.
They should be paying Kas for the honour of having there track included in Gran Turismo Sport
That said, I stoked that Spa is coming to GT Sport

Please don't burst my bubble with crap track limits. Make it a strict 'always 2 wheels on the track' track with much heavier penalties when you get it wrong. 0.5-1 second penalties will likely make it worthwhile to cut or go wide.

I enjoy the track too. But it’s massively overrated.

And I get enjoyment out of the disappointment of the cry babies “omg no spa I’m not playing again ever I’m so mad”.
