It really isn't though. It's not that the algorithm suddenly fails, suggesting it's doing something it shouldn't, but that the way the algorithm works is prone to producing strange results under certain circumstances and sticking a rank A/S in with a room of rank Ds. That is far more plausible than the number of players entering randomly drops so significantly that it has to put an A/S with D ranks just to fill the rooms and then all of a sudden in the next race it's back to a normal level of players.
Ah, but it is plausible that the number of players dropped below some amount that caused the matchmaking to switch to a different style. Not saying that is what happens, but it has some logic behind it I posted earlier, in another thread about it giving me two different mixes of participants.
It's nothing to do with how many people are online. Strange things happen when you continuously race out of your normal position or quit races. @ASH32 is right as I've recreated this twice in peak hours after my friend brought it up. If it happens, you need to race your normal race to get back in the normal pool, so to speak.
I'm fairly sure your recent success rate changes what you'll get, as well.
