How the heck can 12th get more points than 4th in Rally Portugal?!

Because WRC cars entries in the Rally Portugal were higher than the Pikes Peak Cars. Remember, from the regulations, there is an point scale in case if less than 10 drivers score points.

Toscana has been used twice already. Harsk would argue that Eiger can't be used because it's in Switzerland (I think) as well as Matterhorn, and Streets of Willow is American.

Yes, Eiger Nordwand is in Switzerland. I just wanted to do something different, as the track already had been made 8 days before the GRC has started.

Well, basically, if you can't do in the time of the lobby is open, then there are the lobby settings which must be used.

Practice/Race Mode (Because the track of Mexican Rally is in a point-to-point track from Death Valley, then unfortunately, it's not possible to do time trials with this track)

Laps must be set to 1.

Grip Reduction must be real, Tyre Wear/Fuel Consomption must be Normal, Boost must be off, Visible Damage must be on and Mechanical Damage must be set to Full, so the rally will be more realistic.

I saw those lap times. This time, you managed to overcome my time. I couldn't get higher than the 298 km/h in a stock Escudo.
