I imagine the science behind the invitation system goes something like this. If you want to collect every car in the game, you need to play the game a lot. You need to earn enough credits to afford cars you have to buy (as opposed to those that you can win). To get every car in the used car dealership and the legendary dealership you need both to earn enough credits and to allow the stock list to rotate.
All of this means that we need to do a lot of playing and winning to come anywhere close to collecting every car.
While we are doing all this playing, the invitations are coming round infrequently, almost certainly on a random rotation. My guess is that PD will have set the frequency so that players are likely to receive all the invitations during the many many days it takes to collect all the cars that don't need invitations.
If you're aiming to collect every car there's a good chance that you will get all the invitations on the way.
