No, it's like a RRP, they've never actually been that price.

Was thinking the Mileage Exchange prices were kinda like the "DFS Sale" ! (i.e. the "SALE" that goes on Forever, with nothing ever sold at the RRP).
BUT THEN....PD have just started increasing a couple of Prices....thin end of the Wedge !!
I'm guessing that Soon (First Anniversary?) everything will be at the Full Price.
So build up those Mileage Points and rush over to the M.Ex. Store a.s.a.p.

Yes they've all been available at least once, there's still a fair number of paints that have not yet appeared but that's it unless PD add some new content into the game that can go in here.
