1. Enter any Daily Race Qualifying Time Trial or Time Trial Event in Sport Mode.
2. After proceeding to Quick Menu (which you can see the track and your car running), see the Ranking Board → Top 10 Stars and watch any replay there.
3. Take a photo whenever you like!
It's possible since it actually loads a ghost data of those replays in that screen, because ghost data only have minimum required information.
If you watch a replay in the event entry screen, it loads the replay data itself, so the driver, animation of steering wheel, shift lever, meters etc... are all present.

Beautiful shots! So this is what an open world Gran Turismo would look like. How were you able to take photos at that location? Isn't this only seen in the menu demos?
