The whole front bumper is designed to work in conjunction with the new spoiler; the car retained the Mk. I's drag coefficient yet eliminated the lift thanks to the new aero work.

Probably to stop the lower 'splitter' element from just flapping about unsupported and distorting in the centre. Especially at speed.
 
It looks like they are just for aesthetics. Those aren't going to do anything for downforce, and they're adding drag. I don't know what is behind them though, they could be controlling airflow to a channel behind the fascia or something.
