I think it definitely should be included at some point. Maybe when the Ayrton Senna stuff is ready to be launched.
In the meantime, I'm hoping that this new track is evidence of what Course Maker II is capable of. I know that Ronda is going to be one of the settings, so hopefully Zahara will be too. And it's looking like the wizards at PD are doing everything they can to squeeze a MASSIVE area into the game at once, so hopefully they can reach that goal of 50 x 50 km. That would rock SO hard.

CRAP!!! YOU'RE RIGHT!!! I just did an experimented and and it actually has different ToD scenarios. I took 3 pics...I think people know this by now, but there's always one thing I noticed about Tsukuba Circuit. I raced on the track in a couple of the events and the time of day was different than in Arcade mode.
It's the same race and settings, it changes randomly each time you exit then enter.Don't you think it's just a different weather? Look at the skye and shadows.
GT5 also had this already as well. 25% and 50% changes the weather.It's the same race and settings, it changes randomly each time you exit then enter.
