GT7 "Brand Central" not open to me?

So while trying to add cars to my garage I notice that "brand central" does not open
Menu 2 is complete.
None of the required cars for menu #3 are for sale in "used car" lot.
So how do I acquire them to get access to new cars?

Carry on doing the cafe menu objectives. You get gifted almost every car that you need.

As i understand... he cant, he needs a Car but cant buy it from Used Car Dealer.

@CeeMore Try to make Lizenzes there are to find at Google overviews what car you can get for what kind of Lizenz, maybe you can get a Car what you need it.

Found it. Have to check menu 3 for "instructions" on how to proceed.
I've played GT1 thru 6 and think this game does not measure up.
