Depends on what you factor in. It's decent as a "normal" car, something that probably isn't too terribly common (compared to the Buffalo S with regards to story mode protagonists' cars), but not exactly special in terms of performance and functionality (again, compared to the Buffalo S). I've got one but it wouldn't surprise me if I parted with it before anything else to make room for something new.
Edit: Indeed, I just replaced it with a Jackal.

Bought a Baller LE yesterday, and spent a good couple of hours today finding that perfect color combo (and grinding the money to bring it to life). I then took it for a roadtrip, to Sandy Shores and then through the Chilliad Mt. State Wilderness. By the time I was back home, I had taken the decision to make this car my new daily. It only needs better brakes (and bulletproof tires) to be the perfect ride for me.

Resprayed my Windsor again. I think the instinct when using a brushed metal on it is to use it on the secondary, which is just fine as that's not uncommon with Rollseseseseses, but I think it looks exceptional on the primary; Brushed Steel in this instance, with metallic Midnight Purple and Cream pearlescent (it makes an attractive blue-green) on the secondary. Also changed out the wheels and finally lowered it (Lowered Suspension--anything more and the rear looks awkward.)

Love the Rolls Royce lookalikes in this game. I have the Super Diamond, but I wish you could change the center color like on the Windsor. Here's to hoping the Super Drop Diamond (Yusuf Amir's yellow Rolls Royce Phantom Drophead Coupe) makes a return, because it's a gorgeous car. Since there's Yusuf Amir-branded custom weapon finishes, it's very likely we could see more from him, and Rockstar allows for custom animations on vehicles, like the roof retracting on convertibles.

@Chikane In SP I have two unmarked cruisers , blue and red , an FIB Buffalo ( insanely rare in sp ) and a Blaine County Sheriff SUV
In online I have adder , turismo r , Kuruma , insurgent , elegy rh8 , sanding XL ( with the bed cap ) voodoo custom , a tailgater and a vindicator , LWB Baller And have just spent the rest buying a hydra jump jet

I've seen posts about getting certain cars to spawn so you can resell them and I have a couple questions maybe some of the more experienced GTA players can answer as I have been on GTA a ton lately doing heists and such for monies.
What are the best cars to steal from NPCs to sell?

Sanding XL = - 9,500

Gallivanter Baller - 9,500

Obey Rocoto - 8,000

They are all found in LS apart from the Sandking , which is grapeseed sandy shores and paleto bay .

The best cars to sell are the NPC modified vehicles (if you're on PS4). Easiest to locate are the blue or yellow Sentinel XS's, location is posted here
The blue or yellow modded Sandking XL's currently spawn across the street from Los Santos Customs at the car lot, appear to be late morning to early afternoon. Spawn times appear to be sporadic and best vehicle to drive is an off road vehicle, and I had one spawn driving a modded Sentinal XS. The blue Sandking (with bedcap) sell for just over 18 grand, and the yellow (with rollbar) sell for 17 grand (I think).

I honestly think the gang cars are easier to find since they have multiple spawn points and require no specific window of time to spawn.

I hear it's exceptional off-road, all things considered. I figure its weight must have something to do with that.
The Phoenix is too crazy to drive up Mount Chilliad so I took this instead and I love it.

When buying the Virgo (on old-gen), is it luck-of-the-draw regarding the wheels you get? I like the high-offset, Toronado-esque wheels shown in the picture posted by @Carl the Sloth but at this point I'd rather have these:

There's a set in tbe sports section that are those pretty much exactly. Forget the name of them but, that's definetly them.

FiftyNine. I don't remember them having the chrome bit on the spokes, though--only the chrome lip. @ExoSphere64 said they were the standard wheels, but I suppose could've thought I was talking about a different car. I'll have to check when I'm on.

FiftyNine indeed have the chrome accents, they're just not particularly visible while in LSC. The Virgo is still on my list, but I don't want it quite so bad now that I know I can put those wheels on anything.
Next time we are on together. I will let you take mine out for a rip on a dirt road somewhere... It is just a great bootlegger! It all that fast but so dang heavy and planted.
