Quick question. Is the white curb to the left as you enter the first left hander of T2 before the hairpin legal as long as you dont hit the armco?

It sure is. I have noticed that generally, unless otherwise noted, everything on a city track is legal as long as you don't touch the walls. Since nothing was noted you're fine if you get up on that curb without hitting the armco. It is possible under the tunnel and up the hill before the hairpin as I found last night. I'm note sure it is any faster though.
Careful in sector three as the curbs (the actual curbs, not the red and whites) there in the middle esses coincide with invisible walls if I remember correctly.
The only city track I can think of that has extra restrictions is Rome with the large run off in the last turns.

Still having a hard time with this but the good news is I've found a way to add to the simulation of the game. I've got 2 windows open in my room as its 76 degrees outside and really windy. Feels like I'm driving a convertable with the top down,
No. In general an audible bang usually means an invisible wall, which would mean you probably wouldn't even be able to get far enough over to touch the real wall that you can see. I didn't experiment with the edges of track in that spot, so if you can, that would be helpful.
The legal curbs that DB was talking about are the kind you can ride up on, in the fast right-left before the tight hairpin. Those are legal, as no audible bang is heard.
Most of the other curbs around here are the kind you can't ride up on, and are good to stay away from, again due to the invisible walls.
