No to all guesses.

I'll give a hint already: "Those transformations (not necesarily mountains) occured during the period from 2000 to 2004."
 
Next obvious guess would be High Speed Ring, seeing as it was basically set in a forest in GT2 (2000), not there in GT3 and returned in GT4 (2004) with lots of open plains and a friggin' lake too

There you go, that's the one. I was surprised you didn't guess it earlier. :D Track riddles are much easier than car ones.

Could've been rome circuit... who changed layout ( and possibly not the same neighborhood) not a giant geological change , but still different

They both run around the Colosseum and around the Roman forum so it is the same neighbourhood. The night track though, that was, I think, fictional, not based on real streets.
 
If you hadn't specified the years in which the change happened, it would've been tougher :)

Because of the technicality of the track, it,s surely not a track you are able to handle ok while being a beginner.

Pikes Peak Hill Climb? (the course in GT2 is not the full trail, but only part of it).

GT games always started with license tests. So Gymkhana Track maybe? Or is it a track that was always used in the first couple of races? Tsukuba?
 
"the one thing that starts a GT game" Nothing, the game loads on it's own once you put the disc in. I think you mean the first thing you see in a GT game, which is the PD logo usually and then the intro. :P
