You want to create a forum? I guess you'd need a website first and then add a forum feature to that. Ask some guys in the computer section, they're pretty up on the webs and stuff.

Welcome, as for creating a forum, I think you have to go to webs.com or another site like that, just don't be expecting loads of people to join as it takes lots of hard work and a long time, I know because I was part of a new one a while ago.

And welcome to GTPlanet Kissin the Curb, as to creating a forum you should inquire some of the guys acquainted with management of websites via their pc... I'm afraid to say not everybody is eligible/able to make a new website though.
