How do I get the Liveries on my GT7 car?

GT Auto > Car Customization > Livery Editor.

Also if you want to use a ready made livery, go to showcase, "content search", select "styles" and if you're IN the car, you can check they "current car" box and all the available liveries will come up to add to your collection. Im doing this from work off the top of my hear so it maybe a little off, but you should be able to find it.
