How can two same cars have diffirent horsepower?

How can two same cars have diffirent horsepower when both are fully tuned?

Both are fully tuned, changed oil, overhauled engine, restored body rigidity and same tune settings.

This is about my two Toyota Supras that i got, both of them are RZ ´97.

One of them got 714 HP and the other got 724 HP.

What is the problem?
 
Yea, for most cars between 4 to 8,000 miled the power will start dropping and eventually HP loss becomes permanently
 
Older cars definitely have some permanent power loss but it would have to be quite a mileage difference to lose 10 hp permanently. Not sure how much but I'd guess 10's of thousands. If they are fairly close in mileage then something else is going on. Perhaps a missed part, Engine limiter...etc.

not really, at 700 hp, 1% = 7hp

cars will lose up to 5% permamently depending on mileage. (I believe it's 1% / 15000 kms or something like that.
