ok i suped up my lancer eveolution rs (my second car) to 400 hp but its still goign as fast as it was when i first bought (135 top speed) whats wrong?
 
Well, it takes more than a turbo upgrade to pimp out a car. To break that 135 mph barrier you need a full-racing transmission (about 10G) and about every other feature if you want to help it out. Upgrade your wheels, drivetrain, decrease your weight, all sorts of stuff. To save me time explaining, take your Lancer to the Shop and look at each upgrade and read its benefit. You'll find you'll want them all.
 
I noticed the same thing when I suped up my PT  Cruiser (bad first car choice, I know). As mentioned above, get the full racing transmission so you can fool around with the gear ratios. Just in case you don't know, by setting the ratios wide, you'll get a higher top speed but slower acceleration, whereas setting them narrow gives you the reverse (fast acceleration, lower top speed). When I tricked out the Cruiser with all the weight reductions and other options, tweaking the gear ratios brought my top speed up from 127mph to about 170mph (if I remember correctly).
