I seen on the recommended specs it's stating a 6700K.
Should a 4790K with a GTX1070 be enough to enjoy high settings in PCars2 without stuttering issues?

What is the Resolution and Refresh Rate of your display?
 
ATM I'm running a 1080p monitor with a 75hz refresh rate
You'll be more than fine. You'll probably be able to keep many settings at Ultra. I have an i7 4790k and GTX 980 and if I were to run on a single monitor at 1080p, I'd be able to run the first game at full Ultra settings and keep >60 FPS.

And a weaker i7 4770k paired with a GTX 1070?

It is only slightly weaker. My CPU load is only around 30% while running the first game. If you close all the unnecessary background applications and do not run the game in Windowed mode, I can't see why you'd have an issue.

My system specs:
i7 4790k
GTX 980
16gb RAM
SSD
3x 1080p @ 60Hz

I run most all of the settings on High and stay in the 65-75 FPS range.
Given that most all of the upward graphical growth in the new game is toward 4k and VR, I do not anticipate much, if any, fall off of my settings for Project CARS 2. Theoretically, with better optimizations, it is possible pC2 will run better on my setup than even pC1 did.

I'm still unsure if I gain any advantage (for gaming) by switching from a 4670k (at 4.2) to a 4790k assuming I can still find one. It's te only update I can do before going new mobo/mem/cpu. But for that I'd wait for later this year anyway.

I can still play in VR too so... go.. no go... go...no go...

I'm waiting for the next step in GPU and next gen of VR before making that huge leap. I figure this system will serve me well until PC3 comes along.
 
Inclined to do that but my vive still have a few years to be replaced though :)

I think I'll wait and maybe if an oportunity (read cheaper) 4790k shows up because it's still cheaper that new everything.

I just can't imagine you'd get much value out of the 4790k compared to what you have. And then you'd still be in the same boat as me kinda "needing" to upgrade in a couple of years. But I don't know...it isn't my money.

It's exactly why I haven't moved yet. I didn't read anything performance wise that can justify the exchange.

But, if there's a bargain, it may hold for yet another year without needing to move to a new socket. Or more since I only really play racing sims on that rig...
 
You will be good as, I am still running a FX-8350 with R9 290, which by cpubenchmark is 33% slower than a 3570K. If that was the processor a friend was using. Probably better to wait on processor!

SMS are doing a wonderfull job on optimization: with my OC'd i5 2500k @4,3 ghz i used to be CPU limited 3 months ago with low-mid settings, now i can run it on high/ultra settings (with the CPU @4,5Ghz tho)
At a solid 60 fps?
