image clean up

well i just got back from a hoilday from newyork, and there is one picture ive been trying to clean up but...doesnt seam to work out, it was taken through a window of a helecopter and it wasnt the cleanest window ever, ive tried to use the healing tool to clean some of the marks away but the marks that are over skyscrapers (the windows) its not really working as the windows dont line up as well anymore, just wondering if you have any ideas to get it better?

Sorry I don't have any ideas that don't include a lot of patience and some wicked Photoshop skillz!

I'd say that most of the marks that appear in the water and sky can be eliminated with the Clone tool, and over the neat grids of windows I'd probably just try and copy and paste small blocks of nearby windows over the marks, although the shiney black skyscraper could be tricky.
 
If you don't mind a more stylized version, I have somewhat of a solution:

I didn't use clone stamp at all on the buildings, only filters. Instead of trying to remove the water droplets, I hid them. If you wanted to, it would be easier to clean this version up than the original.

EDIT: No, this isn't a final print copy like SOME PEOPLE might believe. It's just a concept to be considered as an alternative to the clone-stamp system.

But you didn't hide them and now a ton of detail has been lost...

EDIT: The reality is there isn't much detail to be recovered in the skyscrapers due to the image quality and blurring from the drops. I spent a few minutes on the image and ended up with this, which includes some use of clone stamp and some other processing methods.

thanks from you both, doesnt look like it will be an easy job then but thanks for a few ideas.

was my first real time with the camera and the lens was playing up (which sony did replace in newyork :) ) but still wasnt the easiet time for great results :P
