According to Wikipedia (The below 'quote' is paraphrased)

Officially (as a manufacturer), Peugeot appeared at Le Mans in 1991. But there was a Peugeot-powered prototype effort by a company now called Welter Racing in 1989

However, Peugeot's history page says differently, so I say t.o. has it. Peugeot apparently had been in Le Mans in 1926.
