Probably more than that, I remember reading it pretty much has the same preparation level as a Formula Atlantics 4AG, which hover around 240-250hp.

The poor sound quality makes the car sound like a V8. I suspect the video has been enhanced. Four cylinder cars like this one with loud exhausts typically sound like weed-whips in real life, a droning "buzz", not the warble heard in this video.
The guy does a nice job of driving the car though, I'll give him that.

Sure sounds like a 20v 4AG with ITBs to me. Almost every engine of similar size with ITBs will sound like that (part of the awesomeness of ITBs) although 20v 4AGs definitely have a distinguishable tone. Also, it definitely doesn't sound like a V8.

It's not a 20v but the 20v are typically slightly deeper in tone anyways.
