The reason is quite simple, the livery includes everything you do in the livery editor - and nothing more. In this case you've had a red car that you've put decals on, the livery only includes those decals, and @88GTA has had a white car on which he has applied the livery. Only the decals are applied and the result is what we see. If you had painted the car red in the editor it would remain red for everyone.
I believe it's an intended feature. I used it to my advantage when making a replica of the Nismo R32 S-Tune as seen in GT3 to GT6, the car was originally available in several colours so I only made the sticker set and left it to the "customer" to choose the desired base colour for the car.
