It's called the Rainmeter mate

It's a software, you install it and download some cool and interesting themes. Run it and you're done!

The code for thumbnail didn't work so I had to improvise.

Right click desktop -> View -> Small icons (regular size icons (32x32 pixels))

Now you have more space for background and also use the standard icon size.
