I've had a wallpaper auto change app running on my phone for a few months, but nothing like that on my laptop.

Depends on the OS. Android supports live wallpapers, and some of them let you set a slide show from your gallery. This is one of the nice one's I've tried out. If you have an iPhone, there are ways of getting it to work, but it's...a lot more in depth and involves voiding the warranty.
