I don't think we will see a livery editor as we all would expect based on a certain competitors take on it... But I do think PD is considering more ways to make cars unique... So I would propose something different, more inline with what PD might do as they don't copy features from other games... Or even okay them for all I know... So how about one or both of the suggestions;
Livery shop - a place where you can choose from several different liveries to apply to your base cars. They could be fantasy or real world but enough to field a unique grid of cars and add more variety to the extremely plain base models.
Sticker shop - a place where we can select a series of already licensed sponsor decals and size them to apply to a car. Choose from base colors and styles and if need be just have them mirror on both sides.
Both of these options would be a lot of work for PD (but much less than a full blown paint shop) but they have proven they are willing to work harder more than smarter quite a few times.
It would also be very hard to make cars look silly, and I would assume that is a reason Kaz isn't prioritizing it.
Note, these are just suggestions for simpler features that could add a lot to unique aesthetic customization and seem more practical in what PD might do vs copying a competitors rather robust take on the feature.
We have all seen the base model Megan with Castrol stickers on the front defuser in a trailer, stickers that aren't on the actual in car model so perhaps something is in the works... Not to mention the 15th cars having a generic livery already...

Edit: the point of this thread is to attempt to rally around something PD might actually be able to achieve in a shorter period of time and not assume that Forza editors is the minimum expectation of such a feature. The pristine cars in GT 6 are a bit clinical and boring... Makes me look at people who show up with a certain car as all the same person...
