The above from Rich refutes what I was, apparently misunderstanding, about the wheel/game relationship. So now I'm more confused than ever. What Rich is saying above indicates we should set the in game FFB and Sensitivty at MAX, or some level, and make all further adjustments at the wheel, if we want to change it per car, which I don't. Fiddling with the wheel settings while in VR is a bit of a non-starter.
I think you understood very well how our equipment works in your initial message and that your example is always valid.

The Logitech page does not communicate on the
strength of the FFB, in my opinion, for safety reasons.
I read several times here that the in-game settings is the master of the wheelbase.
Our bases do not communicate anything, either to the console or to the game. They execute the orders that they receive.
For example, the in-game FFB max torque parameter defines the level of torque that the game should send to the base.
For me, 10 = 100% of the torque.
If PD indicated values in Nm, it might be easier (or not given the different brands of hardware).
We know since a few updates that the maximum torque has been increased from 7Nm to 10 Nm.
By setting the force of your base to 11 Nm, you indicate that it can operate on the entire range it is capable of.
So I think your explanation is valid: by setting the
in-game torque to 5, the game will indicate at the wheelbase to work up to
half of the strengh registered in the base.
Clearly, since the penultimate update, I have upped my in-game torque settings to regain my previous sensations, without having to change the base wheelbase settings.
