Why not buy the ISF?
 
i have the 1) Abt Audi TT-T Touring Car '02. though i tuned mine up to like 600hp. easily won 1st in all the races.
 
I have the M3 gtr and the Astra super touring. Both completely unmodded except the m3 has all the race tires. I left them unmodded for an added challenge but it turns out with no mods I still won every race by over 40 seconds
 
I did it pretty easy with the isf, easy to get credits just farm indy oval in american event, $91,000 a race

More than likely he has not opened that event, since it is after the event in question.
