First of all... The flames are just are over the top! And it doesn't look like it's really raining.( close enough ) But let me say, that's one cool picture! Good Art!.. How did you make the track look like it had water on it? I'd like to do that ahead of the car. Mist in the air, and a wet track ahead. Good job. Nice art.
The flames are pretty much as standard in GT4 on that car! They've barely been touched.
To make the track look like it has water on it involved a complicated, several step process. The road was selected, desaturated and then had noise added. The darkness was then reduced and I created a new layer with that on. Then I clone tooled the lights and exhaust flames, and took a dark brush set to about 30% opacity to draw out the reflections of the cars.
Once they were drawn out I added dashes of colour at about 8% opacity to add to the reflections. Red for the Alfa, dark blue for the Audi. The spray was done using about 4 layers of various brushes and blurs, and then erasing the sections I didn't need.
