Top Speed - have absolutely no idea... having too much fun trying to get it in a straight line.

Will need to see your settings before I believe that.

Oh, by the way... you do know the difference between kmh and mph? It's easy to get a small car with low power up to 250km/h, but 250mph is equal to about 400 km/h. You might just have your figures messed up.

503 kph / 312,6 mph

Car would go even faster but It looks like there's limiter in 'game engine' around 502 kph.
Car bottomed out and never got more than 503 kph.
I even tried with max ride height but it still hit bottom on ground.
