No pictures, but you can see him from the island. Get a sniper rifle and go to the biker bar. Head east on the road in front, but don't take the corner, cut straight across the grass to the barricade. Jump up on it and look thru the scope at the underwater rock formation right in front of you. Mr CS is just left of the rock tip sticking out of the water. Grab a boat if you want a closer look...
