When you enter Portland Harbor, keep going straight. There is a line of garages with an roof over them just inside the entrance. They are numbered - all but one. Pull it up to the garage that doesn't have a number.

Unfortunately, it's not really worth it. You only get $5,000 for the first one, and (I think) $500 less for each one after that.
