An example of how to have very even races: Have someone post a lap time he can average but not exceed say 1:30.123 with a top speed of 123 mph at Laguna for example. Everyone else has to use ballast/power limiter to hit that same time but not exceed it with practice and right before the race. Everyone will be at the same pace more or less regardless of car and their honesty.

DeadNutsEven Racing uses that format and they have close pack racing every race. Reverse grid is used as well. No seasonal standings though.

Note: I'm not suggesting this for this group just a FYI.
