Rosberg's front wing was under Hamilton's front tire.
There's no question as to whether that was worth a penalty. He had established the right to not be squeezed off the track by pulling that far up next to Hamilton. But not the right to squeeze Hamilton off the track.
Of course, that was nowhere near the corner exit. Rosberg ran him off at the apex (hence no sausage kerbs). If he'd boxed out maybe twenty meters later, they wouldn't have penalized him.
