Need help for beginner racer!

Hey guys, i couldn't find answer so I need your knowledge.
I was wondering when there is event for specific car and it has power restrictions I mean when it automatically reduces the HP and weight, is there every car equal no matter what kind of tuning you've done or you still can make some difference and make your car quicker than others?

They're not all equal, no - BOP doesn’t quite work that way - but also you can't change settings other than brake balance.
