I got the Black Edition on PS2 when it first came out, and I've beaten it twice. I loved the Heat 6x pursuit at the end, but I got through them a little too quickly. If I play the game through again, I think I'll try to mess around with the cops a little more.
My longest pursuit was 30 minutes, 17 seconds. I set out to beat Razor's rap sheet record and I ended the pursuit as soon as I passed the 30 min mark. I did it using the Gallardo(with full tuning) that I won from Ming, Blacklist member #6. I'll post more stats on it later.
If anyone wants to try getting a 30 minute pursuit, here's what I did:
I went to the 'Bounty' section, and chose location #12, deep in Rockport. It took me a couple tries to get my heat level up to 3x, since the 1x and 2x guys were pretty ineffective(kept losing/disabling them). After getting to 3x, things can move along nicely with the State Monaro units and Rhinos. Anyway, I messed around for a few blocks to get my 'Hit & Run' and 'Damage to Property' infractions. As a side note, it's important to get the 'Hit & Run' infraction early, because the traffic disappears as the heat level increases.
I later got onto the freeway by the outdoor concert hall in Rockport, and made my way toward Rosewood. Get to the college. I found it better to cut through the town of Rosewood itself and cause more property damage and get my 'Cost to State' up. On the town streets, there are also more places to dodge if you see Rhinos coming(I don't use the speedbreaker).
Once you get to the college, you can just race around the circle drive. The roadblocks are pretty predictable, and you usually have room to just drive around the really tough ones(with cars lined up behind each other). I do that when I can, because when I smash through one, my cars always tends to get hung up in the air, and I get busted.
When you decide you've had enough(preferably when there are only a couple police units behind you), go through the curvy wooded section toward the college stadium. You'll have two pursuit breakers to get rid of any pursuing cars, and a hiding spot right after the stadium.
Oh, and keep an eye out for a black Corvette when you're on heat level 5x. That is Sergeant Cross. If you can take him out with a pursuit breaker(he won't get close enough for you to hit him), you'll get a cool $100k added to your bounty.

PS-Another neat trick to get your 'Trade Paint' and 'Disabled Vehicles' count up is to smack all the police vehicles you can. For example, when my heat level changes up and a new vehicle comes, I try to disable the car from the old heat level. He's just going to run away eventually(too quickly for you to catch), so why not take him out and get yourself more bounty?
